Review of the Rhine-Meuse RBMP Guidelines and Provisions

Supporting the RBMP revision to address water challenges across the Rhine and Meuse districts.

RBMPs implement the European Water Framework Directive (WFD) at the level of major French hydrographic basins. They list all provisions to be implemented over a six-year period to contribute to achieving Good Status – chemical, ecological, and quantitative – for water bodies. Urban planning documents and administrative decisions in the water sector must be compatible with the RBMP: these documents therefore hold major significance for regulating our activities and spatial planning. RBMPs are currently being prepared for the 4th WFD implementation cycle (2028–2033).

CONTEXT

Our intervention mobilises collective intelligence and local experiences to strengthen the impact of the next Rhine-Meuse RBMP, facilitate its adoption by targeted stakeholders, and address emerging water challenges on the basin. The iterative drafting process runs from January to March 2026 with the Basin Committee, focusing on five key topics: water pollution and its impacts on health, natural environments and biodiversity, water resource scarcity and climate change adaptation, spatial planning, and governance alongside a shared water culture.

OBJECTIVES

ACTeon – partnering with IDDEST, elypse conseil, and Me Emmanuelle Paillat – supports the Water Agency in revising the RBMP for the Rhine and Meuse districts:

  • Inventory of regulatory, technical, and technological developments since the previous cycle
  • Facilitation of three workshop sequences with the Rhine-Meuse Basin Committee members
  • Drafting, consistency checking, and legal expertise.
